The Siauliai City Municipality has given special attention to development of the central part of the city, where 55-ha Talksa Lake is located. The development programme foresees the adaptation of buildings of cultural heritage for cultural, cognitive and recreational needs. A Culture Factory will be established in a former 19th century tannery. It will host artists of various fields, whereas city residents and guests will be able to observe this process “live” and purchase a desired piece of art. A remotely located enclosed space will suit young people’s needs – youth concerts and open-air discoth?ques. New hotels, restaurants and cafes will open in a recreational zone. Cognitive paths and horse-riding trails are planned for the city park. An international rowing base will be opened at Talksa Lake.
