PUBLIC PARKING IN VILNIUS CITY CENTRE

Summary


Call for financial investors for development partnership and car parking operation in Vilnius city centre. Tender for Stage 1 sites -25 year concession- will be announced in 2010. Stage 1 includes four car parking sites (2 in operation and 2 planned) in Vilnius city centre. Stage 2 includes another four planned car parking areas in  the city centre and the Old Town. Underground and multi-storey charged car parking sites in Vilnius city centre will help to regulate traffic flow and to protect the Old Town from traffic.

1. Vilnius has a growing number of vehicles, with 576 cars per  1,000 inhabitants in 2010.
2. There are three charged car parking zones in Vilnius, operating since 2004. Planned charge for parking / hour in 8 sites – € 1.16 (4 Lt).
3. The original first two sites are successfully functioning car parks on Gedimino ave. and Tilto st.
4. A third site on J.Lelevelio st. next to the Opera and Ballet Theatre, has a detailed plan, and is ready for implementation.

GUGGENHEIM HERMITAGE MUSEUM IN VILNIUS

Summary

 

Construction of a new museum in Vilnius has been approved by the government of Lithuania. The museum will be designed by Zaha Hadid and is  scheduled to open in 2013. The new museum and cultural centre will house pieces from collections of both the New York based Solomon R. Guggenheim Foundation, and the St. Petersburg based State Hermitage Museum and will be an exceptional landmark in the heart of the Capital of Lithuania. Involvement of  the private sector is expected.

1. The international competition for  the Guggenheim Hermitage Museum project was between Zaha Hadid Architects, Studio Daniel Libeskind, and Studio Fliuksas  in 2008.
2. The project competition was won by Zaha Hadid Architects with ergonomic, compact, functional, and contextual building proposals.
3. The Guggenheim Hermitage Museum will be an exceptional landmark between old and new Vilnius with an estimated 425,000 visitors over 5 years. This site will help to expand Vilnius‘ cultural network and enrich  the city’s contemporary culture.

RENOVATION OF EDUCATIONAL INSTITUTIONS IN VILNIUS

Summary

The project aims to renovate 20 of Vilnius‘ educational institutions and guarantee their maintenance for 25 years by using private investors‘ funds. The municipality will pay for renovation and service provided over the 25 years by annual payments after the renovation period. Educational institutions will be grouped into four groups and will be put in for separate tenders.

Investment Highlights

1. The Municipality is the founder of educational institutions. All buildings are logged in the books of Vilnius‘ Municipality. Currently there are 282 educational institutions in Vilnius.
2. Large investments will be required because of infrastructure issues, and the condition of the buildings.
3. There are plans to renovate sports-related areas, playgrounds, as well as car parks, and other small infrastructure objects of each educational institution.

NATIONAL STADIUM AND SPORT CENTRE IN VILNIUS

Summary


The largest modern National Stadium for athletics and football next to the City Centre of the capital Vilnius is searching for a developer and operator. The project has a status as a national project. It is likely to attract additional support from State and EU funds, and involvement of private sector on the PPP/PFI scheme is expected. The stadium will provide opportunities to host international sporting events (football and athletics), song and dance festivals, conferences, and exhibitions. After completing the feasibility study (Outline Business Case) on stadium development and operation using the PPP/PFI scheme, tender should be announced by the end of 2010. Annual payments should be made from  the State budget.

OPTIMISATION OF PUBLIC TRANSPORT IN VILNIUS

Summary


The municipality is planning a modern public transportation system. A special plan for new modes of public transport – Tram, Metro, or other – will be completed in 2011.


Investment Highlights


1. About € 235 million were invested into the major transportation infrastructure from 2000-2009.
2. Vilnius has a very busy public transportation network of busses and trolleybusses.
3. Feasibility research and a special plan for a tram with two lines and P+R system was prepared in 2006. A proposal for a metro with three lines was prepared in 2007.
4. A special plan for the installation of new modes of public transport will be completed in 2011. It will carry out an analysis, simulation of vehicles, and passenger flows up to the year 2040.
